 note = {Local police departments, primarily responsible for protecting its community, have become better prepared to respond to transnational terrorist threats since September 11, 2001. The effective anti-terrorism measures implemented by the local law enforcement authorities are noteworthy. This is especially the case with the New York City Police Department.
