First, before the spread of COVID-19, local governments actively implemented port sales. Second, they utilized a variety of communication and promotion methods, such as participation in domestic trade business meetings, individual visits to cruise lines and domestic travel agencies, and FAM trips for foreign lines. Third, the local governments collaborated with local stakeholders involved in tourism, such as DMOs.
