プール制の採否と社会的選好 －アサリ漁業を事例とした実験経済学的分析－ Adoption of a Pooling System and Social Preferences; An Experimental Economics Analysis of the Clam Fisheries プールセイ ノ サイヒ ト シャカイテキ センコウ アサリ ギョギョウ オ ジレイ ト シタ ジッケン ケイザイガクテキ ブンセキ MATSUI, Takahiro 松井, 隆宏 マツイ, タカヒロ MATSUI 松井 マツイ Takahiro 隆宏 タカヒロ 嶋村, 美香 シマムラ, ミカ 後藤, 潤 ゴトウ, ジュン プール制 社会的選好 アサリ漁業 経済実験 漁業管理 Pooling system Social preference Clam fisheries Economic experiment Fisheries management 本稿では、愛知県、三重県のアサリ漁業者を対象に3種類の経済実験（最後通牒ゲーム、独裁者ゲーム、公共財供給ゲーム）を実施し、プール制を採用しているグループとしていないグループの間で、漁業者の社会的選好にどのような違いがあるのかを明らかにした。その結果、プール制を採用するグループでは、漁業者の不平等回避度が低く、互酬的協力度が高いことが明らかとなった。プール制の仕組みを考えると、プール制を採用するグループで漁業者の互酬的協力度が高いことは、妥当な結果であると考えられる。一方、プール制を採用するグループで漁業者の不平等回避度が低いことは、プール制の仕組みと一見矛盾する、大変興味深い結果である。このことは、能力の高い漁業者が、能力に関わらず平等に配分を受けるという一種の不公平を許容し、自分の利得の最大化を目的として行動することにより、プール制が成立、存続していることを示唆している可能性がある In this paper, we conducted three economic experiments (ultimatum game, dictator game, and public goods game) with clam fishermen in Aichi and Mie prefectures to determine what differences exist in the social preferences of fishermen between the groups adopting the pooling system and those not. The results revealed that inequality aversion was lower and reciprocity was higher in the group adopting the pooling system. Considering the mechanism of the pooling system, it is reasonable that the reciprocity is higher in the group adopting the pooling system. On the other hand, the lower inequality aversion in the group adopting the pooling system is an interesting result that is seemingly inconsistent with the mechanism of the pooling system.
